You are entitled to decline. If the person who arrives is not the person in the profile, the booking was misrepresented and you are under no obligation to proceed. Say so politely, do not pay, and contact the agency immediately.
A reputable agency will treat this seriously because it damages them more than it damages you. An operator who shrugs at it is telling you not to book again.
Lateness
Athens traffic is genuinely unpredictable and a delay of twenty minutes is not a failure. An hour without communication is. The distinguishing factor is whether you were told — a companion who messages to say she is stuck is behaving professionally.
Does the clock start late?
The booked duration should start when she arrives, not when it was scheduled. If it does not, raise it at the start rather than the end.
Cancellations
Cancellations happen on both sides. A good agency offers an alternative rather than simply leaving you with nothing, which is one of the main practical arguments for booking through one.
How to raise a problem
Contact the agency directly, factually, and soon. State what was booked, what happened, and what you would like done. Reputable operators respond to that and frequently offer to make it right on a future booking.
Public complaints on forums before contacting the operator rarely produce a better outcome and often produce none at all.
When it is a police matter
Theft, threats, coercion or violence are crimes and are treated as such in Greece regardless of the context. If you witness signs that someone is not working freely, report it. The legal framework distinguishes clearly between consenting adult work and exploitation, and the latter is prosecuted.
The preventable version
Nearly every serious problem traces to a booking made in a hurry with an unverified listing. The checks take two minutes and prevent almost all of this.
